One person in our group showed "undiscovered mission" the rest of us showed group not eligible. So that person had to leave our group and go into their own base of operations and talk to Manny and go to the basement where the server room is and click on the map to open up the SHD Network.

I’m a software developer/tester(SDET) so am used to troubleshooting and root causing issues, here are the detailed steps! Btw I really like this game! It’s fun!
I was stuck here as well and had done everything except the last Capitol Building Stronghold. It was telling me it was locked bc of some unknown mission which ended up being activating or re-activating the SHD Network at the White House.
I had completed Federal Emergency Bunker before, but it hadn’t kicked in the part where I had to go activate/re-activate the SHD Network at the White House, or I had missed it. This is where the issue occurred.
After doing some research I was able to unlock the Capitol Building Stronghold with these steps:
1) Fast Travel to the Federal Emergency Bunker mission
2) Walk up to the “in game mission menu” and Set the Mission Options to “Normal” Story
3) In the same menu, select the Initiate Matchmaking option. This part was key bc I was matched with other agents that hadn’t done the story yet, this activated their incomplete missions in the map for me.
4) Complete the Federal Emergency Bunker mission with the other agents and watch the cut scene at the end. This is when the game told me to go reactivate the SHD Network.
5) After that (while staying in the group) I fast traveled back to the White House and there was an action item (orange icon) to go re-activate the SHD Network
6) Go downstairs at the white house to the Activate SHD Network location. This will be a computer/server terminal in a computer room. Hit “X” to activate.
7) After that go to your Social menu by hitting start, select your character and then select leave the group
8) After that open your map and the last Stronghold is unlocked.
Note: **All this assumes you’ve already completed all your missions and side missions (including the other strongholds except the one Capitol) **
