[2019] Unable to recalibrate the gunslinger talent

I have a holster that has never been recalibrated before and I while I can recalibrate any of it's stats, I can't recalibrate the gunslinger talent. Any other talent on any other gear item I seem to be able to recalibrate. What's up with gunslinger?
