[2019] Is there a counter to one shot sniper builds?

Hello community! I recently got the game and I'm level 22. The story missions are great! I'm looking forward to pvp. I've done some research on this subject and I liked what i've seen so far: the TTK is just right and the build variation is pretty great. However I have one concern: the predominance of one shot sniper builds.My unpopular opinion is that a headshot kill from a mile away kind of invalidates any other build in a looter shooter. So I'm asking people experienced in the game if there are builds /tactics out there that can stand up to one shot snipers.
