[2019] Marksman Rifles Ammo no longer 120

I noticed that all marksman rifles now have zero ammo, it only have what it is in the magazine, meaning no reload until restock. Is this new feature or a bug? It used to be 120 ammo.

Does this issue persist after changing weapons/swapping characters/fast travel or agent death/restarting the game?
