I just bought and downloaded The Division 2 Standard edition. When I click play it loads up to till I get to an "Patch Update" screen. It says "Please wait while the Patch Data is being installed. This may take a few moments". I HAVE BEEN WAITING 1/2 AN HOUR!!! A few moments my ***.... Can/Will someone tell me why this is or how to get past this. Or something??

Sorry to hear that. Have you tried restarting your game by any chance? Additionally, can you please try running Uplay application in Administrator mode?
