[2020] [Bug/Glitch]Cannot Optimize The Gift backpack

I am unable to optimize the weapon damage on The Gift backpack from 10.9% to 11%. I have enough materials and it allows me to attempt to optimize but it stays at 10.9%. I keep trying over and over but it never changes.

I havent seen anyone else mention any Optimization station bugs so I am posting this.
