[2020] Charles Douglas Missing

I have been playing co-op with my friend since the first mission and I have noticed that even though we have both completed the same missions he has the theater fully upgraded and charles douglas is at his base of operations. However my theater is 3/4 in completion and charles douglas is not at my base of operations. Even though I have no missions related to the theater left and I have the shooting range unlocked at my base of operations. I have been able to progress through the rest of the story just fine (Level 22 atm) but I would like to complete the theater and my base of operations. Any help or advice would be much appreciated.
