[2022] Trapped On Watch After Keener Defeat

So I created another character as a backup, went through New York again entirely/did everything. Once I got back to Haven I upgraded on item on my watch (weapon damage) before I backed off the watch for a second to adjust my gear. As a level well over 5,000 on my first character, I have enough points to max out the watch in all it's categories.

However now I'm stuck on the watch everytime I open it up, I cannot apply points to anything at all. The game acts like it's integrating the watch for the first time despite I already fully upgraded the weapon damage, but I keep getting put back on that weapon damage category, unable to move on. The little watch first time tip remains up saying to accept/confirm my point changes, despite that part is already maxed out now. I've tried restarting the game, switching back to my other character & back, etc.

After regrinding through New York & doing everything in it, have I encountered a bug that can't be overcome? (meaning I wasted my time making a new character since I can't do anything unless the watch allows me to progress.) I put alot of time in this run, I don't want to regrind everything on New York again.
