Have you ever been to a FoF (Force on force) training session? That's exactly how it works in real life. That's why you want as many rounds in your magazine as possible, because hitting a moving target while moving yourself is extremely hard. Especially if the target knows how and where to move.

Anyway that's not the real problem. Sniper rifles and scopes on distances below 300 meters don't make sense. A typical soldier is expected to reliably hit targets with his AK from 300 meters with standard iron sights. I mean sure, a scope is fun and games, but there's just no way in seven hells you could hit anything that moves on distances of 20-50 meters with a x12 magnifier. Also using one while moving ain't that straightforward, because you constantly lose focus on your cross. Them scopes are pretty percise thingies.

Headshots make zero sense and headshot damage on sniper rifles even less. You take a sniper rifle with a nice big caliber to NOT HAVE to aim at the head. Center of mass shots kill just as reliably and are far, far more probable to hit. Snipers hit on the head by mistake only or if only the head is visible. It's the last target you want to be aiming at. It would require a major overhaul in the game systems to fix though, but:

1. Small caliber weapons (9mm, .45ACP) - no armor penetration, no damage leaking, headshot damage, much more precise while walking.
2. Medium caliber weapons (5.56x45, 7.62x39) - armor penetration, no damage leaking, no headshot damage, very precise.
3. Large caliber weapons (7.62x51, 7.62x54R) - high armor penetration, small damage leaking, no headshot damage, high precision from a distance.
4. Sniper weapons (7.62x51, .338 lapua magnum, .50BMG) - extreme armor penetration, massive damage leaking, no headshot damage, extreme precision.

Add more enemies (especially medics and armored), add rolls and sprints to all enemies, increase the general numbers.

It would albo be a very welcome addition to be able to mount more than one targetting system on a weapon on 1 o'clock or side rails or even iron sights + red dot, which happens to be my favourite combination for rifles. And don't even try to make them fair and balanced, because they are not. That's why nobody uses iron sights if they can use anything else. Make it a part of the progression system .
