[2020] Talents Cooldown Bug

I initially reported Unbreakable cooldown bug and up until now I have only noticed it on that talent.

yesterday however it appears this bug is now affecting other talents. vanguard wouldnt proc until i died, just like unbreakable does now

it appears the talents only activate upon every 2nd death...
