[2021] I can no longer reconfigure my exotic weapons

When I first got my exotics I was able to reconfigure. After I leave the game and then restart it, I can no longer reconfigure my weapons.
Best reason I can find is that my weapons do not have a gear score of 250 or greater.
I've submitted tickets to Ubisoft but never get a response. This has been going on for over a year now.
