[2021] Clan forum can not be viewed by one of my lieutenants

one of my LT’s can’t see the clan forum it appears locked. They have gone through all of the setting and one of the settings is locked (messaged from players) and they stated that it’s always been locked since day one and after 45 min of trying to help I have no idea why this is locked out for them. Any suggestions or advise would be greatly appreciated. We have gone through ever single setting in the game and in Xbox. The only difference is the one thing In game.
