Basically my problem is scanner pulse resetting cooldown. What does it mean? It means I have to wait twice before using the ability. Seen in the video below...

I could not manage a consistent way to reproduce this bug. Sometimes it happens, sometimes it does not. I thought this was happening because of Memento Backpack's ability giving skill efficiency that messes up with the cooldown but I don't know.
