[2020] Pipes Texture Glitch/Bug

Just head to the Shooting Range, or from the main entrance go straight and follow the stairs down, and the check the pipes all around.

I was thinking that maybe it's DirectX 12, so I switched to DirectX 11, but the issue is still happening. Funny thing is the pipes randomly change color, not while I'm in game, but after a reboot. You can see it in the videos below. Video Div_001 is DirectX 12, then I switched to DrectX 11 (Div_003), rebooted the game - same location, same pipes, different color.
