When I look into my inventory it gives me a flashing display, "New Skills Available at the Base of Operations". What "New Skills" are they talking about. I have all of them. Does anyone have an answer for this?

For what it's worth, it is supposed to have a range of 30 metres.
It literally has a range of about 2 metres, give or take a metre, and that is after I unlocked the mod to increase it's range.
Might it be connected to a certain aspect of your build?
