[2019] Rope cutting

So as a rogue we ambushed a extraction killed everyone and cut the rope but the helicopter still took off without dropping anything . So has the darkzone been babified even more to where you cant steal peoples extractions?? This has happened multiple times. Not only have you ruined the darkzone and rogue system but cant even steal anyone's e traction anymore ????
