[2022] Bug - L30 Memento backpack doesn't drop tokens @ L31+

I've been leveling up a new character and noticed that no tokens are dropped when using the L30 memento backpack at L31 or higher.

The build I'm using (gold items are L30, as is the memento backpack and scorpio shotgun)

This has continued through L35 at which point I swapped out the backpack. This was reproducible in missions and in the open world, even after restarting the PC and game. The L40 version is still dropping tokens @ L40, so this looks to be specific to using the L30 backpack above L30.
