Since the Tuesday update I, and multiple clan mates and non clan mates have been plagued by these - again. There is no specific pattern to their occurrence apart from it seems that you get 3 x D3's and then things seem to smooth out. Whether it's the Summit, Washington, NY, missions, CP's they're everywhere!
