[2019] Where are the last 30 Blue Prints?

I am stuck at 197/227.

I no longer get BP's from Control points or Projects. All missions and side missions complete at T5 GS 500.

I appreciate the additional reports of the blueprint weirdness. The PTS is also looking at some changed behavior for acquiring blueprints.
