I've seen quite a few posts about this cache being bugged but my experience was slightly different so I'm making my own post.
When I went to the sewer I shot the yellow box through the door's window then shot the padlock off the second door. Elite enemy spawned and I killed him. However he did not drop the key and now I can't get him to respawn to be able to try again. The fact that this has been an issue since the launch of the expansion is infuriating and makes me regret buying it.
