[2021] Hard to Earn directive doesn't allow for armor kits to be picked up?

Is it intended that you can't pick up armor kits when this is enabled?

Couldn't even pick them up after the directive was removed

Same thing on invaded DUA, plus the light beams are coloured green:

What have been the different sources of the armor kits you're unable to pick up and are they still dropping when you reach full Spec Ammo bar charge?
