The Patchnotes state!
Players no longer receive the decryption key while being in another player's game
If i am reading this correctly does this mean you are forcing players to solo manhunt targets to get the key to hand in to kelso?
Clarification on this from an official rep would be appreciated.

I don't have anything specific to share at the moment about why we've made this change, or what we're expecting the ramifications to be for how best to do Manhunts going forward. Instead, though, I'm posting to say that I've passed on your feedback both about the wording on the patch notes being unclear, and about your concerns with the change itself. If I hear back from my report, I'll be sure to pop back in and share any further information I get.
