First of all, I already played this game in solo and I am familiar with some places how they should work.
Now I started over, because I'm playing with a friend now who came into the game for the first time.
We came to the entrance of DZ West. I know that we needed to take the explosives out of the cargo and blow up the gates to start research in this area, but my friend came too early to the wall with the panel and somehow pressed and activated it her ahead of time.
Thus, the game read out that we had already completed training and research in this area and fully opened access to this DZ.
Thus, we missed the echo in this zone and it is no longer active, because it had to be found as part of the DZ West Recon mission.

If this panel was not supposed to be active and not have action buttons before you complete the mission zone investigation, then I suppose it's a bug.If not, then I think the developers need to fix the echos in the Dark Zones so that they can be re-activated in any moment as happens in the PVE open world with the rest, because now there is nothing more if for some reason you missed this DZ search mission.
