as the title says, I am missing only 1 shd tech and I will have unlocked all variations of all skills. I got the 4 around the white house. Where is the last one?

I have examined the map extensively, zoomed in and inch by inch scoured. There is not a single shd cache to be found, all side missions are also completed.....
