I was working on the Civic Center storyline and wandered into Two Bridges. After finding my way to the safe house, I spoke with the NPC and she told me about the JTF Shelter mission. After that, the mission never appeared on the map and going to where it should start does nothing. I can't finish the story content for WONY because I can't progress the Vivian Conley storyline. I've finished the other zones and now I'm unable to progress.

Thanks for getting in touch, and I'm sorry you are unable to trigger this mission. Might be an obvious question, but does restarting the game help at all?
If not, could you please run through this guide (as these issues are usually connectivity related) and let us know if the issue persists?
