[2019] Snitch not spawning since update

Does anyone else having the same "problem"? I'm checking 1040 safehouse all the time and most known spawn places, but "guy is gone". Not a single spawn, in my game, since TU4.

Not a game change because Vendors are pure trash, but from times to times something "buyable" could appear. So what really matters (for now) are those extra bounties.
