[2020] Cosmetic event not giving keys

Hi Warrcrazed and babalou2002! I'm sorry to hear this issue is still impacting the both of you. Please make sure you have the latest version of the game installed, then let me know here if you continue to not receive Apparel Event Cache keys after leveling up. To answer your question Warrcrazed, the team hasn't announced if they are retroactively adding keys from previous level-ups to accounts. Information on this would be posted to The Division's Forum and Twitter pages.
