So my build, in the defense category is as follows...

Armor-233,541
Armor Regeneration-513
Max Health-188,972
Health Regeneration-103,935
Hazard Protection-58%
All Resistance-58%

I run Unstoppable Force, Compensated as DPS talents with an AR build with Ranger talent.

Weapon talents are...

Weapon Damage-18,192
Headshot damage-55%
Critical hit damage-27%
Critical hit chance-0%
Reload speed-20%
Accuracy/Stability-0%
Health damage-29%
Damage to Elites-10%
Assault rifle damage bonus-33%
All weapons damage bonus-5%

I have no issues killing enemies. The problem sits with survivability. I tested this by being in the open world. I put the controller down and let a red NPC just shoot me. It took him one full magazine plus maybe a handful of bullets to kill me. That is unacceptable. Considering my damage output isnt the best and it takes me almost an entire magazine to kill a red NPC. So what I'm gathering is basic red NPCs put out almost similar damage to me and have about the same armor and health. I'm going to have to test the other levels of enemies at a later date.

The balancing is off and I'm considering a test to see if enemy stats, when playing solo, are scaled based upon your characters build or they're the same across the spectrum. Curious because we all know, when in larger groups, the enemy difficulty is more difficult compared to solo or duo regardless of the difficulty level.

I can always appreciate some in-game science. One thing I'd want to know though is what you want/expect to be able to do as a pure tank build. What's a situation that you feel should test the limitations of pure tanks?
