[2020] mod bug

i didn't know when it happen, but it should be there for long time ago. for an example, right side slot , 5% shield health is the max, but u found the same mod but the bar isn't full, still give 5% value. it's just an example, as i forgot many of them, but it also happen on tech mod and attribute mod.
