So I farmed enough cache key fragments to create 10 superior cache keys (not the ones from the event, the regular apparel caches). From those 10 keys I got only THREE new items, all the others were duplicates.

Considering I don't even have 15% of the total yellow/purple items you can get from superior caches, the conclusion is the system is rigged so you're forced to BUY the remaining items out of sheer frustration.

I was aiming for the Honor Guard Dress set (5 pieces). I had only the Dress Cap from a previous cache, and got not one, but TWO duplicate Dress Caps. And none of the other pieces.

Frustrated as frustrated can be! But still strong in my conviction of not buying stuff that can be acquired ingame.

The OP explicitly mentions that this is happening with non-event caches. Apparel Event Caches do not have duplicates.

Superior and regular Apparel Caches do, however, have the chance for duplicates. As some in this thread have suggested, if you find yourself getting too many duplicates for comfort from one type of cache, I recommend swapping to the other. It is also possible you are starting to reach the upper limits of the total apparel item count. In that case, I suggest waiting until the next apparel event when more items are added into the overall pool.

Keep in mind that while this is a matter of RNG, eventually you will have all of the finite apparel items, and you would technically receive all duplicates.

That is incorrect. At some point you can have all of the apparel items and at that point you will only get duplicates. Because you have all of the items.

It's not fair because it's diluting loot pool with items that I already unlocked during the event. I should not be getting any of those items since I unlock everything during the Tidal Basin Event.
Thank you for the clarification.
