Sorry to hear you're having difficulties with Explosive Gemini on the Summit. It's true it can be a bit tricky to pull off, especially with some enemies being quite fast with the reactions, but that's part of the current difficulty and looks like it's working as intended.
Like @SuspiciousPixel mentioned, an easy way to work around the problem would be to complete it using the demolitionist grenade launcher on a run just to complete the objective. Alternatively, what I've been trying (to varying degrees of success) is after throwing the grenade, shoot at the enemies to distract them, letting the grenade take them down afterwards.
