Finally got my hardcore agent to level 30, after umpteen tries. Anyways I can't get it to level up any more. I've unlocked all districts and safe houses and completed all main missions.
My progression says to do DUA.. no way in hell I'm doing that solo.. even on story mode.
Is that the reason.. I need to do strongholds?
Can't got to NY either. (I have WONY).
