The limit on Skill Haste and Cooldown Reduction (which are the same stat under different names) depends on the skills in question. The minimum that all skill cooldown can be reduced to with Skill Haste and Cooldown Reduction is 10 seconds.

How strong or dependent on skills do you think balanced/quality builds should be? How low of a Skill Power requirement is too low to make skill builds their own unique endeavor?
