[2019] Blue and high end mods

Level 500 mods giving you 2% weapon damage... Level 15 mods giving you 6% weapon damage.
Please Massive fix this 'cause 1/ This is over stupidity and 2/ I don't have time to level up a new character atm just to get some blue mods.
