its only a hunch but i think Ubisoft dev team forgot to update the vendor at the castle? there was loot last week when it opened up.. but, maybe ya all forgot??

I am also sorry to hear there was no items available from the vendor at the castle settlement. Could you please check again and confirm if there is still no items available.
