The Santa outfit should appear as something you can use during the ongoing holiday event automatically. If you did not receive one, please try out the basic troubleshooting here, then start the game up again and make sure it logs you into the correct Ubisoft account. If this does not allow you to use the Santa outfit, please let me know!
As for your Dark Hours outfit, we would need to see a screenshot showing that you had access to those items previously, and another screenshot showing that they are now no longer available to you.
