The Vigil Set is indeed for use in Rainbow Six: Extraction only, not Rainbow Six: Siege.
As for missing renown or battle points, I have known a restart of the game / PC / console to help but if there's no change, please let us know via a direct case, as I can see you have done, so we can take a closer look.
