Each time I get my character to level 40 and Finish the keaner mission after I’m in the safe house I’m back at level 08. This has happen twice. The first time I was able to go to DC but I went back to level 08 as well.

I'm sorry to hear you're having issues with your character lowering down in levels. Would you be able to tell me if that happens with all characters? Do you get granted the Keener Watch at the end of the mission?
I couldn't find reports of a similar issue, so if you could provide as much detail as possible, this would help us in reporting this issue! Would you be able to attach a video, please?
