[2019] Neutralize the hostile (yellow ?)

Just played a mission to neutralize the hostile. It was a yellow question mark. After killing the hostile, the "in combat" music is still playing, and the message still saying to kill hostile. the directional arrows have me go down a floor then back up. Not sure if this is bugged. any ideas?
