In PTS Phase 2 expertise cap was assumed to be 20, with people having higher assumed to be carry over from phase 1. But in TU15 the problem persists with different people having different max expertise levels. Probable cause could be proficiency is still gained despite hitting max, and going past 334 items proficient.
