As you've brought up three different issues here, I'll do my best to address each of these in turn. In future, would you be able to create one thread per issue? Creating an individual thread for each issue helps us to investigate the specific issue further without any additional confusion from trying to look into other issues simultaneously 
Raid Progression isn't Saved
Our dedicated teams are aware of an issue wherein Raid checkpoints are no longer available. They're actively looking into this issue further, so please keep an eye out within the News & Announcements forum for any future updates.
Uzina Getica Target Loot isn't dropping
Would you be able to let me know more about this specific issue, as I wasn't able to find any similar reports of players having trouble finding either the Closer chest or The Setup backpack. How long have you been searching for these items whilst tracking Uzina Getica loot specifically? You mention that "you can only farm backpack/chest target loot to get those 2 items." Does this mean you've been able to find these items whilst targeting backpacks/chest items specifically?
Missing Exotic Blueprints
Our dedicated teams are aware of this issue with the reconfiguration blueprints for the TU15 Exotics, and they are investigating this further. Any future updates regarding this will be made available within the News & Announcements forum, so please keep an eye out for these.
