The "TDI 'Kard' Custom" high-end pistol does not give you the extra skill tier bonus if/when swapping between loadouts. Currently, I can only get it to work if I equip a loadout, swap to a different pistol, and then swap back to the TDI.
The next time you change loadouts, it will lose the tier again; even if you are using it on the next kit you swap to.
Example loadout:
4 utility cores
2 offensive cores
Technician specialization (fully upgraded)
TDI pistol
Only skill Tier 5.
