[2021] Not getting drops above 450 at WT5?

I recently finished the Tidal Basin stronghold and am at world tier v. I've been playing through at least 3 invasion missions and an invaded stronghold since then, and have yet to loot any gear above item level 450. I've only played on normal difficulty and tried one of the missions on hard, is this normal?
