[2021] Not getting Resident Evil apparel keys

I have just observed my SHD watch level up but noticed I did not get an Apparel Cache Key?? I have played for many hours this week and only received 8 keys out of 21 and at this rate will not be able to complete the event, I do not normally have this much problem? Does the watch have to level up 5 times to a key?? What's going on, is it broken? It looks and feels broken!
