Which is it? :

  • We appreciate the feedback on the green gear sets, but we want to give everyone more time to play with their rolls and discuss build opportunities.
  • If the trend towards not using them continues, we can make changes to them.

Or is it:

  • We do like the idea of gear-set-less builds to allow more build variety

Because these are two conflicting statements. Either you want gear sets to work, or you dont and you are deliberately sabotaging them because you want gear sets less build variety? Because nobody is forcing you to use gear sets, but you have them. You cant deliberately make them trash in order to encourage set less builds.

Most of us, would really like a state of the game discussing just gear sets. We need an idea of what you think of the current gear sets, where you are going with them, and the future of gear sets. Do you want gear sets to give players power or to reinforce or change their mechanical playstyles?

Same goes for exotics, it seems like youre taking the same approach with those, you like the idea of exotics but would much rather people use yellows. Well, heres reality, generic, rng yellow gear doesnt get people to raid, you better have some exotic talents if you dont want to have exotics weapons.

In order to do what you are talking about, you need to have talents so strong on their own, they make you pause and give thought to using them over a strong 2,3 and 4 piece bonus, and then when used in tandom, make them better than a 5 and 6 piece bonus. easy to do now since EVERY GEAR SET IS TRASH, not sure what more time you need to give people. But you cant make talents strong - you guys have the motherlode of ball and chains to aint fun building which is pvp tied to your game. A mode that brings with it a community that confuses fun for "overpowered" and any remotely interesting builds that come from talents over gear sets will get cries for nerfs, because that is all that community asks for - bland, sameness for the sake of balance.

I dont see how you fix this issue, or how you make talents more appealing than gear sets while also having interesting gearsets. But the current route of bad exotics AND bad gear sets is a mistake.

I believe what this is implying is that Gear Sets as they are fundamentally different from how they were in The Division. Originally, Gear Sets replaced high-end gear because they did all of the same things and then some with the Gear Set milestones (2/4/6 bonuses). With the advent of Brand sets in The Division 2, you can think of those as a Gear Set Lite, as it provides smaller bonuses for smaller investments. Along with Talents, which are no longer on proper Gear Sets, High-End builds now have some solid legs to stand on on their own merits.

Which leaves Gear Sets (proper) open to being particularly strong far more specialized ways. No longer is a Gear Set a set of strengths to be added to any playstyle, but is now its own type of playstyle and archetype. Each having their own core of stronger abilities and gameplay focus. All the more reason to talk more with others in the community to unlock some of the secrets of what makes the Gear Sets such potent contenders.
