Cleared the outside and down the ground floor to the isolation area where normally there'd be a door leading upstairs to open but after checking all the various doors and potential snickleways I'm seemingly stuck with an mission arrow directing me to head upwards but no apparent way of getting there.
I know past bounty takeovers have had issues with doors but since the arrow and killzone shifted it doesn't seem to be cause by a stuck NPC so either it's bugged out or I'm being totally blind because the normal way up on the left as you reach the end has no prompt and the right is a chain fence you can't climb.
