[2022] donating for expertise sometimes get nothing

* **Description:** donating for expertise sometimes grant 0 exp, both in bulk and individually

* **Steps to reproduce:** donate a bunch of items, either in bulk or individually

* **Expected result:** proficiency exp is received for the weapon/gear and item is removed from inventory

* **Observed result:** item is removed from inventory yet sometimes received 0 exp towards proficiency

* **Reproduction rate:** 66%

* **System specs:** pc, i7-4790k 16gb ram rtx 2070s

* **remarks:** probably something to do with desyncing of the game, where the server did not receive the command but the client assumed it was successful. desync has been an ongoing bug ever since the game was created and is usually found when saving loadout. since loadout doesn't alter our inventory we can simply save again until it works. however for proficiency exp we can no longer ignore this as the item in question is removed right after the command is executing.
