[2019] What's the deal with cell phones I can't pick up?

I need two more of the Kelso recordings to complete the set. Since the rest of them all came from safe houses I'm pretty sure the final two I'm missing are the two pick ups I see on my minimap and get alerted too in two safe houses but I can't pick them up.

Same goes for some other pickups. They are announced, show up on my minimap, I see people in my group go and pick them up, but they don't show up for me.
