[2019] Only getting half armor?

This just started over the weekend and I'm having a hard time figuring it out. Maybe I'm missing something. When I use an armor kit my armor is only getting 50% replenished. I've looked through all my gear attributes and don't see anything that could be causing it, but maybe I'm missing something. Is anyone aware of what could be causing this or is it a bug? Thanks in advance for any help.
