[2020] Pistol damage recalibration bug

I've gotten different pistols on a couple characters that have the full 15% damage bonus available to break down for the stats. One pistol is the D50 pistol and the other I don't remember off hand the name of it. Both have 15% pistol damage stats. In my library, 14% is the highest I have listed. Every time I try to break down a pistol to get the full 15% it never works.

The green arrow is always shown in library letting me know I have available stats to upgrade (the pistol damage) but I can't get it to work. Don't know if anyone else is having that issue.
